If you are a worker carrying out your activity on public roads, on highways, in the street, next to a carriageway or on private premises with vehicles moving at up to 20 km/h, wear high-visibility (EN ISO 20471) garments, not enhanced-visibility (EN 17353) garments. The reason lies in the regulations.
The passive user
A worker whose attention is on their task rather than on the traffic is classed as a “passive user”. For a passive user, medium risk ends at 15 km/h. Above that speed, high-visibility PPE is required:
- Class 1: up to 30 km/h.
- Class 2: up to 60 km/h.
- Class 3: above 60 km/h.

What EN 17353 leaves out
Enhanced visibility (EN 17353) only covers medium risk and, within its own scope, leaves out the higher risks above.
Near moving vehicles, high visibility.
And if in doubt, ask your health and safety officer for advice. They will know how to guide you.
